Central to this study is the question of how benefits and costs from using a potentially renewable resource such as forests could be optimized for Philippine economic growth. This issue is better understood through a study of policies affecting forest management and their impact on physical economic and institutional considerations in resource conservation. This study focuses on a review of specific public and private forest management issues in terms of how peculiarities of timber are incorporated into forest policies. It also discusses several areas that are vital to forest development planning.
