This paper discusses the nature, objectives, and organization of the Land and Housing Development Corporation (LHDC). The main part of the paper is an assessment of the LHDC concept, of the effectiveness and efficiency of its operation, and of the significance of its accomplishments in its five years of existence. Appraisal is made against its explicit goals in key-result areas and in the context of the larger problem being dealt with. Considering the recent trend in housing and urban development and the changing nature of population, resources, and environmental problems, the last part of the paper explores new approaches in creating land and housing packages, like the PUD or Planned Unit Development
