This paper cites the problems encountered by the M & R (Philippines) Foundation, Inc. in assisting cooperatives. Problems in organizational formation, financing management and administration, education, and development are tackled. Moreover, a final speculation, based on the experiences of the Foundation with regard to the prospects of spreading housing cooperatives in the country, is included in an attempt to influence the government's policy on housing in the direction of housing cooperatives
