This study aims to examine the pattern of regional allocation of Philippine infrastructure expenditure and to determine the economic, demographic, and political factors which give rise to this pattern. A review of the allocation pattern of infrastructure expenditure may reveal which regions were neglected in the past, resulting in their stunted growth and development. This assessment may also show whether or not the actual allocation pattern really aimed at striking a balance in the growth of the different regions
