This paper focuses on the selection of PMADE participants and not on whether PMADE per se is either a bad or good policy tool. The selection of PMADE participants should be guided by the net foreign exchange savings (or earnings) of a proponent's diesel engine project. The decision makers should pick a proponent of a diesel project which will yield the highest foreign exchange savings net of foreign exchange costs to the economy
