The cooperative system in the Philippines has been characterized by stories of success and failure. While the system has been a recipient of all-out government support, it seems that it has remained meek and docile. This paper looks into the reasons for such situation. It examines the problems and their implications on the cooperative movement as a whole. It looks into other rural-based organizations and their performance. The study also attempts to be as comprehensive as possible, by way of reviewing the various studies in existence regarding the subject matter
