The first section of the paper discusses commercial forestry, including both natural forest stand and industrial forest management concerns. Reforestation costs are likewise taken and policy implications are presented. The second section on communal tree farming considers this component of social forest management from the perspective of upland populations in particular and social forestry concepts in general. The authors then conclude by discussing implications on the framework for policy making for upland and forest resource management
