This paper is divided into six parts. In the next section, some key terms will be defined in order to set the basic framework of the discussion. The types of technology consistent with the definitions will be enumerated along two dimensions. These concepts will facilitate a general analysis of the development of S&T found in the third section. The fourth section describes a methodology by which the record of technological development in the Philippines can be traced, while Section 5 discusses the role of government in the development of science and technology in the Philippines.
