Section II gives a comparison of tariff levels in the Philippines vis-a-vis other ASEAN countries in the late 1970's, and describes the nature of Philippine tariff rate changes scheduled between 1980 and 1985. Section III describes the method of estimating sectoral EPRs in manufacturing for two years while Section IV presents and evaluates estimates.
