It then goes into a frank and candid assessment of the present system, identifying the major problems and their underlying causes, and raising relevant issues in the process. The last portion of the paper presents proposals for affecting a major revamp of the system of establishment enquiries, primarily directed to improve the timeliness and quality of establishments statistics generated to make these more responsive to the requirements of planning and policy formulation
