Moreover, the timid approach by both government and the private sector to basic and pure research as against applied research is very marked. Dr. Claudio pointed out that a modest level of activities in basic and pure research must be maintained in order to update interested sectors on the latest developments in the field. As to potentially useful areas for policy research, he suggested looking into controllable and uncontrollable variables that affect S&T (e.g., capital-labor relationships) so that policies may be designed to manage these variables as well. Dr. Claudio emphasized the need to look at S&T development in the context of Philippine values, objectives, and socioeconomic and political concerns, including the important role of women and the development of the countryside
